DRIVER'S LICENSE
New residents have 90 days to obtain a driver's license. Written exams are not required if you have a valid driver's license from your previous home state. Eye tests are mandatory. Military personnel may operate vehicles on a valid driver's license from his or her home state. If moving within the state, changes of address must be reported within 10 days. Social Security cards and birth certificates are required for anyone who has not previously been issued a license. GOVERNMENT
Columbia operates under a council/manager form of government with a mayor elected at large and six council members, two at large and four from districts. Richland and Lexington counties are governed by a council/ administrator form of government. The Richland Council consists of 11 members elected at large. The Lexington Council consists of nine members elected by districts.

TAXES
Sales Tax. In South Carolina, there is a standard 5 percent sales tax added with 1 percent devoted to the public school systems.
Personal Income Tax. The state income tax rates range from 3 to 7 percent on a graduated scale based on net income. A net income of $10,000 and above is taxed at the 7 percent rate.
Property Taxes. It is mandatory that all residents list both personal property and real property for the taxation by the county and/or city in which they reside. TRANSPORTATION
Columbia is located at the intersection of three major interstate highways: I-20, I-26 and I-77, and is within 90 miles of interstates I-85 and I-95. Other major highways include US 1, 21, 76, 176, 178, 321, 378 and 601.

Freight service is provided by Norfolk Southern Systems and CSX.
